They aren't. The Conservative Party is sitting on a pile of money -- they've had no trouble getting funds from like-minded Canadian individuals and corporations -- and it's spending the money now before being subject to election advertising rules. Not very pretty but, it's their money. Liberals are stil trying to pay past debts and the NDP coffers aren't over-flowing. Expect each to try to use the news media and householders / newsletters, blogs and websites to respond to the Conservative barrage.
